Andreessen Horowitz, Uniswap Labs, and the DeFi Education Fund submitted comments to Illinois Department of Revenue opposing draft regulations for the state's 0.2% Digital Asset Tax Act. The groups argue the rules would effectively ban DeFi activity by incorrectly treating decentralized exchanges and software interfaces as brokers required to collect taxes and store private keys. They request exemptions for peer-to-peer wallet activity, protocol fees, asset withdrawals, and cross-chain transfers, and ask that rules not take effect before July 1, 2027.
