EIP-8037/EIP-8038 Glamsterdam

Chainsecurity found projects that would be vulnerable after Glamsterdam because they rely on invariants that EIP-8037 and EIP-8038 break. EIP-8037 and EIP-8038 rework how much gas is charged for certain operations and how gas is charged for state. ACD has delayed the hardfork process and will not fork Hoodi until the issues are resolved; developers are asked to check their projects against eight invariants and contact [email protected] if affected.
