Introducing SIP-6: Upgrade Sei to Autobahn Consensus

Sei proposes SIP-6 to upgrade its consensus mechanism to Autobahn, replacing single-proposer design with 40 concurrent validators streaming transactions in parallel lanes. Autobahn aims to achieve 200,000 transactions per second and 250ms finality while reducing MEV, censorship risk, and transaction reordering through deterministic ordering rules. The upgrade is part of Sei's larger Giga rebuild affecting execution, storage, and consensus layers; execution and storage upgrades (Ares and Eidos) are already live on mainnet.
