Millisecond Block Timestamps for Smart Contracts on BSC

BEP-706 hardfork on BSC introduces a new precompile at address 0x70 allowing smart contracts to read block timestamps in milliseconds instead of seconds. The existing block.timestamp continues to return seconds; millisecond precision is available through the new precompile for applications that need finer timing detail for quotes, auctions, and price feed checks. Developers must ensure timestamp units remain consistent across contracts and backends, and verify that precompile calls return the expected 32 bytes of data.
