Russia finalizes crypto trading rules ahead of Nov. 17 rollout

Russia's central bank finalized rules letting exchanges offer Bitcoin, Ether and Tether USDt to retail investors from Nov. 17. Non-qualified investors can buy up to 300,000 rubles (about $3,700) of crypto per year through each intermediary; qualified investors have no limit, and all must pass a mandatory test. Moscow Exchange plans to launch crypto trading on Dec. 1 with pilot transactions, while direct peer-to-peer crypto trading is banned from July 1, 2027.
